Douglas Wake holds a B.A. in history and political science (1979), a Master of International Affairs Degree (1980), and a Certificate from the Harriman Institute for the study of Central Europe and Eurasia (1998), all conferred by Columbia University in the City of New York. Mr. Wake has served as First Deputy Director of the Office for Democratic Institutions and Human Rights of the Organization for Security and Co-operation in Europe (OSCE/ODIHR) since 2009. He previously served as Deputy Head of the OSCE Mission to Serbia and Montenegro (2004-2006), as OSCE Co-ordinator in the United States Department of State (2003-2004), and as a member of the U.S. delegation to the Vienna Follow-Up Meeting of the Conference on Security and Co-operation in Europe (1986-1988).
