is Professor of Constitutional Law and Human Rights at the Catholic University of São Paulo and in the Human Rights post-graduate programmes of the Catholic University of São Paulo, the Catholic University of Paraná, the University Pablo de Olavide University (Spain) and the University of Buenos Aires; Ph.D. in Constitutional Law from the Catholic University of São Paulo; visiting fellow of the Human Rights Program at Harvard Law School in 1995, returning to the programme in 2000 and 2002; human rights fellow at the Centre for Brazilian Studies, University of Oxford in 2005; visiting fellow at the Max Planck Institute for Comparative Public Law and International Law, in Heidelberg, in 2007, 2008 and 2015 and from 2009 to 2014 a Humboldt Foundation Georg Forster Research Fellow at the Max Planck Institute for Comparative Public Law and International Law; former member of the UN High Level Task Force on the implementation of the right to development and member of the OAS Working Group related to the monitor of the Protocol of San Salvador on social, economic and cultural rights.
